Mengapa Penentuan Tarif MRT Jakarta Bertele-tele? Direktur Utama MRT Jakarta William Sabandar mengatakan perusahaannya belum bisa memastikan berapa tarif tiket MRT yang akan dijual ke masyarakat setelah mode transportasi tersebut beroperasi secara komersil. Hingga saat, kesepakatan soal jumlah tarif itu memang masih dibahas oleh Pemprov DKI Jakarta dan anggota DPRD DKI. Namun, meski kereta yang dinamakan Ratangga itu rencananya akan diresmikan oleh Presiden Joko Widodo dua hari mendatang, 24 Maret 2019. PT MRT Jakarta sendiri pernah mengusulkan dua tarif ke Pemprov DKI yang didasarkan pada jarak tempuh per kilometer (km), bukan satu tarif sama rata (flat rate ). Dua opsi tersebut yakni Rp8.500/10 km dan Rp10.500/10 km. “Nanti kita lihat lah. Pada saat ini saya masih optimistis bahwa kalau MRT beroperasi, tiketnya sudahfixed ," ujarnya saat dihubungi, pada Jumat (22/3/2019). Gubernur DKI Jakarta Anies Baswedan memastikan belum rampungnya pembahasan tarif MRT tak akan menghalangi peresmian yang akan dilakukan oleh Presiden Jokowi, pada Minggu lusa. Sebab, kata dia, jadwal operasional MRT memang baru akan dimulai pada April mendatang. “Adi selama tanggal 24 sampai 31 Maret itu operasional non-komersial,” kata Anies saat ditemui di kawasan Jakarta Pusat, Kamis (21/3/2019). Sehingga, masyarakat masih bisa menikmati layanan naik MRT gratis hingga 31 Maret mendatang, sebagaimana yang sedang berjalan sekarang. “Tetap berjalan, seperti sekarang, dibatasi jam [operasional]-nya," kata Anies manambahkan.
Direktur Institut Studi Transportasi, Darmaningtyas mengatakan, penentuan tarif angkutan umum perkotaan harusnya tak perlu bertele-tele. Sebab, kata dia, besaran tarif bukan semata keputusan ekonomis melainkanpolitical will pemerintah dalam melayani mobilitas warganya dengan menggunakan angkutan umum. Jika pemerintah berkomitmen untuk memberikan layanan angkutan umum aman, nyaman, serta tepat waktu, kata Darmaningtyas, maka tarifnya yang harus diputuskan mustinya terjangkau bagi semua kelas masyarakat. Meskipun, kata Darmaningtyas, keputusan politik yang diambil Pemprov DKI dan DPRD DKI akan memiliki konsekuensi ekonomi, yakni anggaran subsidi atau Public Service Obligation (PSO) yang cukup besar. Sebaliknya, jika pemerintah hanya menyandarkan kebijakan tarif pada pengembalian biaya investasi serta kecukupan biaya operasional yang mahal, kata Darmaningtyas, maka MRT hanya bisa dinikmati oleh segelintir kalangan dan tak memberikan dampak signifikan bagi migrasi kendaraan pribadi ke angkutan umum massal. "Ini juga berlaku buat LRT Jakarta, karena nilai pengembalian investasi dalam jangka pendek akan membuat tarif tidak akan terjangkau oleh masyarakat. Akhirnya, infrastruktur itu juga akan mangkrak," ucapnya saat dihubungi reporterTirto , Jumat (22/3/2019).
Terkait pemutusan tarif MRT, wewenangnya memang saat ini berada di tangan DPRD DKI Jakarta. Ketua Komisi C DPRD DKI Jakarta, Santoso pun mengatakan penentuan tarif LRT dan MRT baru dirapatkan dalam rapat pimpinan gabungan (rapimgab) pada Senin (25/3/2019). Dengan itu, Santoso menilai, tak masalah bila peresmian tetap dijalankan, sekali pun penentuan tarif belum keluar. Santoso yakin penentuan tarif tak akan mundur kembali. "Mudah-mudahan enggak ada kemunduran lagi lah, karena sudah diresmikan, kan," kata Santoso saat dihubungi Kamis kemarin. Tarif yang saat ini diajukan untuk LRT Jakarta adalah Rp41 ribu, dengan subsidi sebesar Rp35 ribu. Dengan itu, pengunjung hanya membayar Rp6 ribu. Sedangkan untuk MRT Jakarta, subsidi yang diajukan ke DPRD DKI adalah Rp21 ribu. Tarif yang dikenakan ke masyarakat rata-rata Rp10 ribu.
